Abstract: Ethical standards of behavior within public administration have received criticism in recent
years, notwithstanding major scandals in three and four decades ago. Various levels of
government, ranging from Federal through State to Local governments have had the share of
fallen ethical standards in the past. Citizens become more critical of the activities of public
administration, particularly where public administrators are entrusted with the power and the
duty to manage inadequate resources and provide critical services to the citizenry. There is still
much dissatisfaction in the ethical behavior of public service even in the era where several
regulations, laws, and code of ethics are put in place to guide the behavior of public
administrators. |
